I have the same issue. I have made an event trace dump of the situation, using Microsoft’s process monitor (https://docs.microsoft.com/en-us/sysinternals/downloads/procmon). If someone is willing to make and share that dump for a working setup, I’d be willing to have a look at it and compare them. Maybe it’s just some dll/program incompatibility with something I have installed or not installed…
