First of all, I’m not a native speaker, so I’m sorry for my poor English.
I do love throwing weapons, I really want to use them, but in current state they’re pretty underpowered in compare with bows and crossbows. Their range is much shorter, their dmg is much lower, they have no tiers, they build to much fatigue that could be use for other more valuable actions and they have only four ammo per stack. So here’s my suggestion. In short, make javelins and axes more uniq to each other, make them more useful, make them more suitable for unskilled melee guys – it’s pretty simple to land a hit with a freaking axe when your target 2 meters away from you. Because good marksmen don’t need throwing weapons, imo they’re to be used by frontline guys.
First, let’s discuss their roles – for me, throwing axes are lightweight weapon that can be throwing at “high” speed and do a lot of dmg to an unarmored body or bones(speaking of skeletons). So they must do fewer dmg than javelins, but can be thrown two times per turn, have more “ammo” and pierce less dmg through an armor but deal more dmg to it(like their current state). And do some dmg to shield – they are small axes, but still axes.
Javelins, for me, they are more powerful weapon, that can’t thrown as fast as axes, but can inflict a lot more dmg and injures(nobody wants a meter-long “arrow” stuck in his body). They are heavier, they are slower and they have less “ammo”, they can be thrown a bit further, they can pierce through the armor and they are not suitable to break down shields. So that’s my concept.
Now let’s give ’em tiers! All javelins have +30% to hit, -10% to hit per tile of distance
Javelins:
Tier 1 Light javelins( successor of current javelins)
Description: A couple of light throwing spears usually carried by skirmishers. Have limited range and are exhausting to throw, but may inflict devastating injuries(same).

Armor Damage: 75%
Shield Damage: 1
Range: 5
Max. Fatigue:-8

Armor Damage: 75%
Shield Damage: 1
Range: 5
Max. Fatigue:-12

Tier 3 Masterwork javelins

Damage: 60-80
Ignore Armor: 65%
Armor Damage: 75%
Shield Damage: 1
Range: 5
Max. Fatigue:-16
Ammo: For 3 uses
Skills: Throw Javelin, Crippling throwAll axes have +5% to hit a head and +20% to hit, -5% to hit per tile of distance
Axe
Tier 1 Bundle of Throwing Axes

Armor Damage: 110%
Shield Damage: 5
Range: 4
Max. Fatigue:-8

Skills: Throw axe, Go for the headTier 3 Bundle of Raiders axes
Description: Bunch of dangerous throwing axes, used by fast and furious raiders across the sea. Heavy enough to terrible serious damage to armor and shields from range.

Ignore Armor: 25%
Armor Damage: 120%
Shield Damage: 6
Range: 4
Max. Fatigue:-10
Ammo: For 6 uses
Skills: Throw axe, Go for the headRace based throwing weapon.
Goblins bolas have +20% to hit, -5% to hit per tile of distance
Goblins Bolas
For me bolas should slow enemy movement(it’s bolas after all) and that idea perfectly suits goblins battle style – keep you away from their bloody archers. So let’s give them that ability! And they, imo, are not the best weapon to destroy shields.
Description: Spiked bolas used by goblins to immobilize their victims.
Worth: 150 Crowns
Damage: 15-30
Ignore Armor: 25%
Armor Damage: 70%
Shield Damage: 1
Range: 4
Max. Fatigue:-3
Ammo: For 6 uses
Skills: Throw bolaOrcish axes do not have any bonuses.
Orc Bundle of orcish axes
For me, javelins are too graceful for boys like orcs, so let’s give ’em freaking heavy throwing axes! Let ’em have some fun with them and bring some shields down!
Description: Bundle of crude orcish throwing axes, they are heavy enough to split a shield or a man if he doesn’t get one.
Worth: 250 Crowns
Damage: 55-70
Ignore Armor: 30%
Armor Damage: 120%
Shield Damage: 10
Range: 4
Max. Fatigue:-16
Ammo: For 3 uses
Skills: Toss axe, Aim for the shield.
That’s it.
And now skills!
Throw javelin: 5ap, builds 25 fatigue
Throw axe: 4ap, builds 10 fatigue
Crippling throw: Aim for the enemy’s legs to slow him down. -30% dmg, -10% chance to hit, 6ap, builds 25 fatigue, affected enemy loses 2ap on his next move. For me, it gives javelins possibility to be useful in keeping enemy away.
Go for the head: A throw aimed for the enemy’s head. 6ap, build 15 fatigue, +80% to hit a head. For me, axes already have a small to boost for hitting heads and it’s very iconic when some gets an axe in his face.
Throw bola: 4ap, build 10 fatigue, affected enemy losses 1ap on his next move.
Toss axe: It’s hard to handle an axe as big as this. 6ap, builds 30 fatigue
Aim for the shield: It’s hard to hid somebody’s head with that thing, but it’s easy to destroy his shield. 6ap, builds 30 fatigue, +100% to hit a shield.Throwing mastery
Master throwing weapons to wound or kill the enemy before they even get close. Skills build up 25% less Fatigue.
Your accuracy with throwing weapons no longer suffers from distance. That’s it, I hope you find my ideas not so bad. What do you think guys?
Make throwing weapons great!
Sorry for any mistakes i made, feel free to point at them17. So, with Duellist and Throwing Mastery, javelins actually do almost as much damage as crossbows, and don’t need to be reloaded! But it’s awkward to create such a build, since you ideally want mastery of a one-handed melee weapon as well, and Quick Hands, and Footwork would be really nice as well, and you have to wait until at least the 7th perk before their damage can be enhanced to crossbow-level …
Throwing weapons (like crossbows) still do only minimal damage to the hit points of fully-armoured orcs, and throwers tend to be vulnerable in melee – but you could also give them a 2-tile weapon for fighting the likes of orcs, so that they can pick off berserkers+young and then still be useful.
