The blue flags representing high morale are small sprites painted by hand. We would have to implement a system taking the custom banner from the bannertool and dynamically paste it onto the small flag. If that is even possible it would look rather flat and I think it would consume a lot of ressources to implement.
So thats probably not gonna happen.
