    it’s not working properly, the abilities still say +5% when the guys have sword weapon mastery

    It’s working fine. The perk previously only removed the inherent -5% penalty to hitchance of those skills, to a total of +/- 0%. Since the 1.5 update it now actually increases the hitchance by +5%.
