Game won't update or start

I was doing a house war contract and attacked a caravan. when i finished i won but the game froze. It wouldn’t do anything after that, i waited for about 10 minutes. so i turned off the game when i did that the computer continued to play the music after game was tuned off. so i restarted the computer and tried to get back on but if was updating so i let it. the update never finished. it stopped at the end and gave me the message that a content file was locked. please help with this issue.

That’s not an issue of the game itself, but of either your anti-virus solution or of Steam. I recommend you put the game on the exception list of your anti-virus solution or disable it temporarily, and restart Steam or, if none of these work, contact Steam support.
