I always thought the Dodge perk was excessively simplistic, since it granted you a potentially significant defence bonus (exceedingly significant if stacked with other perks), all of which would suddenly disappear just because you received the tiniest of scratches.
With the new and complex injury system, it would make more sense if (e.g.) the Dodge perk gave a bonus of only 10% of Initiative but persisted until first injured in combat.
