    I searched all map and found only one legendary place.

    Here you go.
    Game was started before 1.3.0.18 update. It written that – Fixed some legendary locations not being placable on some rare map seeds.
    But update didn’t specify if new game was needed.

    Looks like all the legendary locations are present in your save. You’ll just have to look harder.
