    I dont know if it’s a bug, but actually recently the penalty has really been moved out.
    Maybe someone have pointed this issue out, but Im really eager to know if it’s moved out on purpose or just a flaw？ Cause I m sure this mechanic does work last version.

    BTW are you gonna bring it back in the future？ It does affect the way we develope brothers to a great extent.
