Topic: Difficult to reach city

I started a few campaigns and one of them spawned a settlement with no roads leading to it and in the middle of a mountainrange (e.a. completely surrounded by grey mountains and almost completely surrounded by white snow topped mountains).

I was wondering if that should be possible, since that makes that particular city a pain to reach/ and very annoying to handle during a fetch/transport/protection mission.
