    This is the seed for a map with a city (Seestadt) that never makes quests (apart from noble ones). Im over 130 days in and ive visited it dozens of times and it never has any work except for the occasional noble. Ive never seen this in any other campaign so it seemed like a bug to me. TMXMXWSYTS

    Day 254 and 2 quests finally appeared in Seestadt (level 1 and level 2). Consequently after the orc invasion ended.
