Missing Armor Question

Playing on normal difficulty and on day 233. Still unable to find armor past Heavy Lamellar Armor such as Coat of Scales or Coat of Plates not Heraldic Armor.

Also not able to find Full Helm nor Closed Flat Top with Mail.

I had visited all towns many times to no avail. Am I missing something obvious like that I have to be on a higher difficulty level?
