Caravan quest and ship travel

I got a quest to go to another village, I thought it was a cargo mission that I have to walk on my own so I went to the shipyard and paid to travel to another village. The money was spent, I was in the other village but as soon as I left and realised it was a caravan quest I was transported back to the first village.

So I guess if it is a caravan quest the shipyard must be disabled.
