How heavy is the penalty next round if you wait?

As the title says, sometimes I dont know if it`s worth it to wait with all my troops before the first attack so they can get the 10% bonus to morale from a rally for instance. I already do this in cases where my enemies would act first regardless but in some other cases it is closer I feel. Your feedback is greatly appreciated.

I’d vaguely inferred the existence of such a mechanism from observations, but I don’t think there’s anything written about it in-game. Could the info be added to the description of Initiative that’s displayed when you hover the cursor over it on the character screen?
