Pikeman not in crossbow range despite daylight, no objects and short range

Not long after the start of battle, my crossbowman was a few tiles away from a bandit raider pikeman, in a direct line with no objects, but the bandit’s tile didn’t get highlighted when I selected the option to fire a bolt (nor did any of the other tiles in that area). When I moved the crossbowman one tile to his right, the pikeman was highlighted as being in range. A few turns later, I moved another crossbowman into the same (initial) direct line of fire at the pikeman, and the pikeman was highlighted (along with all the other tiles in that area of the map).
