The party isn’t stuck; it’s guarding the location, but is too weak to attack you on its own. It’ll eventually despawn again.

The differences between difficulty levels are listed in the tooltips upon starting a new campaign. There’s no differences other than these.

The first issue is specific only to Wiedergängers, because they have zero preferences for engaging enemies by design.
The second issue should be fixed with the next update.
