You (and everyone else) can cross narrow straits of water, so the settlement can in fact be reached by foot. Just give it a try.
You can actually leave that second island by swimming across the channel. Just give a move command to somewhere on the other side.
The issue in your first image has been solved and the fix will be included with the next update.

It’s because of a faulty contract. Should hopefully be fixed with the new update (0.6.0.8), but please let me know if the problem persists.

The game has been updated with the increased timeout values, so that’s worth a try. You may need to restart Steam to receive the update.
