It’s working as intended. Fast Adaptation works like it does with any other AoE attack; you can both gain and consume a stack once with a single attack.
This event can trigger once for every new retinue slot unlocked, so 5 times at most per campaign. It’s a helpful reminder for other players, even if you don’t consider it as such, and it’s working as intended.
